Meet the Board
IFCD 3 is governed by a five-member board appointed by the Irving City Council. Members serve staggered two-year terms. The board is a citizen-led, professionally managed and community-centric agency committed to efficiency, effectiveness and transparency.
The board members generally meet each month in a District office at 201 Red River Trail, Irving, TX 75063. Valley Ranch citizens and property owners are welcome to attend and encouraged to ask questions and share their views. All meetings are open to the public in accordance with the Texas Open Meetings Act.
Kim Andres, president
Kim Andres is the current IFCD 3 president and is an attorney with Citi, where she has worked since 1995. Ms. Andres has resided in Valley Ranch since May of 1994. She has served on the Irving Arts Board and is currently serving as the president of the Irving Symphony League. Ms. Andres has proven her dedication and commitment to the Valley Ranch Community through six years of service in various Valley Ranch Associations.
Chris Wallace, vice president
Chris Wallace is the vice president of IFCD 3 and has been president and CEO of the Greater Irving-Las Colinas Chamber of Commerce since October of 2004. Mr. Wallace is a strong advocate of civic engagement through his involvement with numerous social service, arts and municipal-related boards/commissions including being a past president of the Valley Ranch Residential Association.
William Correa, treasurer
William Correa serves as the IFCD 3 secretary and the chief executive officer of Paragon Project Resources, Inc. Paragon provides program management, construction management and engineering services to public and private clients nationally and internationally.
Chris Calvery, secretary
Chris Calvery is an IFCD 3 board member. Mr. Calvery is an account executive for WEB-TPA, a third- party administrator in the health insurance arena. He has lived in Valley Ranch for 5 years and currently serves as the president of The Collections Homeowners Association. Mr. Calvery is a native of Irving and has served on several local boards including the Irving Symphony Orchestra Association
Mazhar Islamraja, board member
Dr. Mazhar Islamraja is an IFCD 3 board member. He is the president of Mach B Technologies, an information technology solution provider. Prior to starting Mach B Technologies, he served as an executive director at Verizon Communications. Dr. Islamraja received his Ph.D. in engineering from Stanford University.
